Problem and Solution:

Problem: The lack of a comprehensive, scientifically grounded system for the digital transformation of education that ensures the effective integration of ICT, artificial intelligence, and open educational resources into teaching, research, and educational administration.

Solution: The Institute develops and implements models, methodologies, and digital tools for the scientifically grounded digitization of education; it has created, developed, and maintains the reliable operation of national resources—the Electronic Library of the National Academy of Pedagogical Sciences of Ukraine, the ITLT journal, and the Ukrainian Electronic Encyclopedia of Education.

Products and Services:

The Institute conducts research and develops methodologies for implementing digital educational solutions, including information and analytical systems, open electronic resources, and tools for learning support and educational management; it evaluates EdTech solutions; and it oversees the development of the National Academy of Pedagogical Sciences of Ukraine’s Electronic Library, the ITLT journal, and the Ukrainian Electronic Encyclopedia of Education.

Investment proposal:

The Institute for Digitalisation of Education of the NAES of Ukraine is a public research institution and does not attract investments in the form of commercial funding rounds. Its growth is driven by participation in national and international research projects, including those supported by the National Research Foundation of Ukraine and EU programs (Erasmus+, international consortia). Key development areas include advancing digital research infrastructure, implementing innovative digitalisation models, expanding international collaboration, and strengthening research teams.

The institute was founded in 1999 as the Institute of Educational Resources for Scientific Support of the Informatization of Education; in 2006, its focus shifted to the development of information technologies in education, and in 2022, it was transformed into the Institute for the Digitalization of Education. The institution’s evolution stems from the need for scientifically grounded models of digital transformation that ensure the high-quality development of national educational digital resources and the implementation of innovative technologies.

The Institute provides the scientific foundations for the digital transformation of education by creating models, methodologies, and national open resources that enhance the quality of educational and scientific practices within the EdTech ecosystem.

Examples of digital impact metrics:• The electronic library of the National Academy of Pedagogical Sciences of Ukraine, created and maintained by the Institute, contains 39,305 educational and scientific resources.• The total number of downloads of these materials exceeds 19,597,000.• Over the past six months, more than 100,000 active library users have been recorded.• Electronic publication: in 2024, according to Google Analytics, the number of users of “Information Technologies and Teaching Aids” exceeded 25,000. Over the past three years, the journal’s electronic resources have been viewed by approximately 86,700 users from 198 countries worldwide. The journal is included in the Web of Science Core Collection – Emerging Sources Citation Index (ESCI). It received a JCI of 0.42 (Q3) in the Education & Educational Research category and a JIF of 1.0 (Q3) in the same category. The scientific publication is included in 52 databases and catalogs.Additional areas of impact (beyond service metrics):The Institute conducts large-scale surveys of educators, monitors the digital transformation of educational institutions, organizes professional development and training, develops scientifically grounded models of digitalization, and performs a significant amount of expert analysis of digital solutions, which also generates a substantial social impact.

The Institute is a key developer and operator of national digital educational resources. The Electronic Library of NAES of Ukraine hosts over 39,000 materials with more than 19.5 million downloads and over 100,000 active users in the past six months. The academic journal “Information Technologies and Learning Tools” is internationally recognized (indexed in Web of Science, Q3) and reaches users from 198 countries. The Institute also conducts large-scale research, monitors digital transformation in education, and implements innovative approaches to learning and governance.
